Appeal to P-noy

Dear President Aquino,

Isa pong taos pusong pagbati ng congrulation sa tagumpay nating mga Pilipino sa bagong pagasa na dala niyo po para sa ating bayan.

Ako po ay si Joel Tangunan, 34 years old, isang songwriter and a person with disability or PWD. I was born and raised in a slum area in Tondo, Manila when I acquired the polio virus that started when I was one year and nine months old but my polio is severe than an ordinary polio victims, dahil noong ako po ay nasa sinapupunan pa lamang ng aking mahal na ina ay pinapalaglag po ako dahil daw po sa kanyang sakit sa puso, kaya ang mga gaya ko po ang maililigtas ng RH Bill, idagdag pa po ang mga gamot na ininom ng aking ina para lang po matanggal ako sa kanyang sinapupunan.

Alam ko po ang tambak na problema na inyong kinakaharap po ngayon bilang pangulo ng isang bansang nahaharap sa prosesong pagtahak sa matuwid na daan, ngunit batid ko rin po ang hirap ng inyong pinagdadaanan upang maisakatuparan ito, bagamat ako ay di nakaboto noong nakaraang eleksyon sa kadahilanang hindi po ako makapasok sa loob ng kwarto para malitratuhan na hindi po nagawan ng paraan ng mga opisyal ng Comelec dito po sa aming lugar sa Pangasinan, kahit ninais ko pong ipaglaban yon bilang isang mamamayang may karapatang bumoto, inisip ko nalang po na ayoko ng makadagdag pa sa kanilang aasikasuhin dahil po sa kanilang sobrang pagkaabala, pero ang simpleng kakayahang pagtitiwala at pagsuporta na inyong kailangan mula sa akin bilang isang mamamayan ay akin pong ibinibigay ng buong puso sa inyo bilang aming pangulo at sa katunayan, ako po ay nagpadala sa inyong opisina noong kayo po ay senador pa lamang ng isang awitin na akin pong sinulat noong panahon ng inyong pagkampanya at yon ay aking binahagi bilang suporta sa inyong adhikain na maitama ang landas ng bansang ito sa baluktot na daan na siyang naging pag uugali at kultura ng ilan sa ating mga kababayan sa mahabang panahon, maging pulitiko man o simpleng mamamayan. As a handicap person, I will empower myself to encourage others to cultivate the habits of the mind, which include reason, logic and willpower; and the habits of the heart, which include compassion, mercy, understanding and love, as the equation of an opportunity to make the human response to a human situation just to be able to contribute and share as a citizen of this beautiful country.

Bilang bahagi po ng ating lipunan at kabilang sa sector ng mga may kapansanan, gusto ko lang pong itanong kung ano po ang programa ng kasalukuyang pamahalaan patungkol sa aming sector na nagnanais na magkaroon ng oportunidad na maiangat ang sarili sa pagharap sa pangpersonal o social na mga hamon ng buhay? Please sir, do not get me wrong. I did not mean na kayo po ang sasagot ng aking personal na suliranin, but I just need an opportunity that will help me sustain our own lives, so I can also do whatever I can for my country and fellowmen in my own little way, kung ako po ay magiging matatag sa akin pong pangangailangan, hindi po magkocontribute bilang kapalit kundi isang responsibilidad na dapat kong gampanan bilang isang mamamayang Pilipino. Gaya din po ng marami sir, I am also dreaming of building my own life with my wife and that is to have a job and a house I can call my own; using whatever ability I have, despite of my condition, kase po sa ngayon ay nakikitira lamang po kami sa aking biyenan. If you ask me sir, I would rather be productive with dignity than begging something for my disability, but since my capability is limited only to the four corners of my wheelchair, my body cannot comply to the demand of this rapid life of working everyday just to fulfill these dreams of mine, that is why working at home is always been my personal option ever since and I have been looking for such opportunity sir. Like the concept of entrepreneur program sir is an idea of an opportunity that I am considering that will encourage some government agencies and local government units to assist and offer grant program to people with disabilities to start small businesses, individually, just to avoid group exploitation that is rampant. The help should be directed to a person with disability on an individual basis sir kung kaya na po ng inyong pamahalaan. Dahil alam ko po na limited po ang resources ng ating bansa para iallocate sa lumalaki po nating populasyon. Since it was stated in RA 7277 or the Magna Carta for Disabled Persons, Section 40, which approved by our former President Cory Aquino in March 24, 1992 . The application process for a government grant or loan program includes the submission of a business plan by a PWD sir. Baka pwede po natin iadapt ito sir bilang suhestyon po mula sa inyong lingkod.

Government Grants for Disabled Persons Starting a Business

According to a 2008 U.S. Census Bureau American Community Survey, 12.1 percent of the U.S. population has some type of disability. To encourage and assist people with disabilities to start businesses, federal, state and local government branches offer grant programs. Individuals with disability status must provide their approval documentation when requested, while those without status as a disabled individual must apply to the disability determination services agency in their state before applying for a grant.

Business Plan
The application process for a government grant or loan program includes the submission of a business plan. The federal governments 42 agencies will not consider any financial request for a new business without a business plan. To help potential business owners, the Small Business Administration or SBA offers free classes, mentorship programs and support to create fiscally viable business plans.

Small Business Administration
The SBA has Small Business Development Center networks in each state, offering free counseling and advice to new business start ups. They assist small businesses in finding financing and facilitate businesses for the disabled. For people with special needs, most state centers offer evening appointments, on site visits or special accommodation for training classes, if requested ahead of time.

Grants
According to Business.gov, the federal government awards grants to non commercial organizations. The central clearinghouse for these grants is through the Small Business Innovation Research Program. For disabled entrepreneurs, it may be advantageous to consider nonprofit businesses that support government initiatives, such as urban development or education. Owners receive a salary in lieu of end of the year profits, and people with disabilities receive special consideration when applying for such grants.

Federal Programs
Start up business owners with disabilities can seek federal, state and local grants through Business.gov and Grant.gov, government clearinghouses for financial support. A search through the two websites will reveal programs that accept for profit businesses or individuals. Government grant programs offer people with disabilities an accelerated application process. The grant coordinator can tell you how to get an application fast tracked.

State Programs
Most grants at the state level are in areas such as education, urban development, health services and vocational training. Most states also offer loan guarantee programs to disabled individuals having difficulty getting funding through traditional lenders. An example of this type of loan is the Illinois Minority, Women and Disabled Participation Loan Programs, which lend participants up to 50,000 dollars. Most states also have contract bidding processes with inclusion rules to encourage people with disabilities to bid on state contracts.

Local Programs
Counties and cities also offer grants and loan programs for small business, minorities, military, women and the disabled, as well as business revitalization programs in economically stressed areas or for the development of commercial corridors. Grant programs can include building improvements, start ups costs and expansion projects.
